OpenAI’s DevDay 2026 recap, dated September 29, describes more than 20 major announcements; FSR counts 25 headings. They include always-on agents called dots, a GPT-6.1 Sol model, shared pages in ChatGPT Space and a $500 Pro plan. Many depend on your plan, region, age, device or admin settings, and some are in beta or still coming. Being eligible doesn’t mean a feature has reached your account. FSR read OpenAI’s pages and tested nothing.

Verdict

Pick at most one announcement tied to work you already do, check its access, usage and data conditions on OpenAI’s English pages, and Highlighted: wait or keep your current setup if they don’t fit, can’t be confirmed or haven’t reached your account.

01 What OpenAI announced, theme by theme

OpenAI’s recap sorts its announcements into five themes. The tables below keep OpenAI’s themes and headings, shorten each description, and show who OpenAI lists and each item’s stage on October 1. The stage notes summarize OpenAI’s wording; phrases in quotation marks are OpenAI’s own. Where a help or developer page narrows the recap, the table says so. Sections 03 to 08 go deeper on dots, GPT-6.1 Sol, Space and Pages, using your plan in other apps, Pro plans and the API.

02 Your first check: one task, one announcement

FSR proposes checking one announcement against one task, on paper, before you try anything. The check needs no purchase, no settings change and no product test. FSR hasn’t run it with readers; treat it as a proposal.

  1. Name one task you already do and regularly check or update, in one sentence. OpenAI’s guide to dots starts from the same place: “Start with work you regularly need to check or update.”
  2. From section 01 or the table above, pick at most one announcement that could help with that task. If nothing fits, stop there; keeping your current setup is a result.
  3. For that announcement only, record the six fields in the checklist below, using sections 03 to 08 and the OpenAI pages they cite. Write “unknown” where the pages are silent.
  4. Decide: read further, try it later on your own terms, wait for one named change, or keep what you use.

The stage field needs two answers because OpenAI rolls features out gradually. Its help pages carry a banner saying some DevDay features “may not be available to your account yet,” and its dots guide says access may take several days to reach an eligible account. A worked example: a Pro subscriber in the UK who picks dots stops at the first field, because Pro access to dots excludes the UK at launch.

The conditions fit on paper only if every field that matters for your task is confirmed. An unknown cost, permission or access condition is a reason to check further or wait. Even a full fit doesn’t show that the feature works for your task, and trying it can use your plan’s usage. If a field depends on your employer’s rules, ask before you try.

03 Dots: who gets them, what they use, what they can reach

A dot is an always-on agent with its own computer and browser in the cloud. It works in the background and uses apps you’ve connected, and you can reach it in ChatGPT on desktop, web and mobile, in Slack and Teams, or on a call. Texting is a limited beta for some Pro users in the US.

Who OpenAI lists for dots
PlanWhat OpenAI’s dots pages say, October 1
Pro 100, Pro 200 and Pro 500Outside the European Economic Area, the UK and Switzerland, at launch
Business PremiumAcross all supported ChatGPT regions; the term isn’t defined (see below)
Enterprise, including Edu and HealthcareA beta, off by default until a workspace admin turns it on
Plus, Go and FreeNot listed

Dots aren’t yet available to users under 18; if you’re exactly 18, note that the release notes say 18 and older while the Learn guide’s line for Pro says over 18. Dots roll out gradually, so an eligible account may wait several days. Create your dot in the ChatGPT desktop app, which also runs on Windows, or in ChatGPT in a desktop browser. You can’t create one on mobile, and mobile web isn’t supported; after setup, you can use the same dot in the mobile app once the supporting update is available.

OpenAI’s dots pages don’t define Business Premium. ChatGPT Business has two seat types, Standard and Premium, and another OpenAI help article uses the phrase “ChatGPT Business Premium seat,” but no page FSR read says the dots condition refers to that seat. Only workspace owners can change a member’s seat type, so a Business member should ask the owner.

Your first dot is included in Pro or Business Premium at no extra cost, and OpenAI says you’ll be able to add more dots in the future; it hasn’t given a price. Conversations with your dot don’t count toward your ChatGPT usage limits, but tasks it starts or manages in Work or Codex count toward those products’ limits as usual. The dots pages also describe an allowance for deeper work, with extended limits for the first month after launch. The release notes put it differently: for the next month, “dots usage” won’t count toward eligible users’ plan allowances. No page FSR read defines dots usage or gives the month’s end date, and OpenAI says it will share usage terms for each plan after that period.

Before you hand a dot real work, check what it can reach. It uses plugins installed and enabled for your account, with their existing permissions, and those permissions are shared across dots, ChatGPT, ChatGPT Work and Codex. Access to your own computer is optional and starts turned off; you can connect one personal computer at a time. Its background research, which OpenAI calls proactive research, uses read-only tools, but follow-up actions use whatever permissions apply. OpenAI suggests reviewing the first result and correcting missing details before expanding a dot’s responsibility.

Dots start with built-in rules on when to act and when to ask, and Custom Rules let you allow, require approval for, or block specific actions. OpenAI says the most sensitive actions, such as changing a password or transferring money, need you to take over, and purchases need your approval.

A dot receives memories from ChatGPT and creates its own, including from connected apps, and you can’t currently view or delete individual dot memories. Turning off Memory in ChatGPT stops the sharing but doesn’t delete what the dot already received. On personal plans, your “Improve the model for everyone” setting decides whether dot conversations and work may be used to improve OpenAI’s models; Business, Enterprise and Edu data isn’t used for training by default. Human review can still happen in limited cases, including safety-related ones, even with model improvement turned off.

To stop a dot, use Pause for its current main task, then stop delegated tasks in Activity and cancel recurring ones in Scheduled. Stopping doesn’t undo actions it already completed, and disconnecting an app doesn’t delete what the dot already obtained from it. Reset deletes the dot with its conversations, saved memories and scheduled tasks, but files, Codex threads and ChatGPT conversations the dot created are stored separately and stay.

04 GPT-6.1 Sol: in Work and Codex, not Chat

GPT-6.1 Sol is OpenAI’s upgrade to GPT-6 Sol, aimed at agentic coding, computer use and professional work. In ChatGPT it runs in Work and Codex; it isn’t available in Chat. OpenAI’s announcement says it is “available starting today” to all Plus, Pro, Business, Enterprise and Edu users there, while the release notes describe a rollout that starts with Pro and expands to the others.

Where GPT-6.1 Sol runs in ChatGPT, by plan
PlanChatChatGPT Work and Codex
Free and GoNot availableNot included at launch
Plus, Pro and BusinessNot availableIn the launch rollout, starting with Pro
Enterprise and EduNot availableOff until an administrator turns it on

At launch, that means Codex in the desktop app and the CLI, and ChatGPT Work on the web and mobile. OpenAI adds that availability “depends on the rollout, your sign-in method, and your client.” On Enterprise and Edu, workspace owners turn on model access in Workspace settings > Permissions & roles.

The recap says GPT-6.1 Sol brings “near-Astra intelligence to everyone”; in ChatGPT, Free and Go aren’t included at launch. Standard and Fast modes are available at launch, and GPT-6.1 Sol Ultrafast is “coming later.” Developers can use it through the API as gpt-6.1-sol (section 08).

05 Space and Pages: what the people you share with see

ChatGPT Space is a home for the pages and files you create, upload and share in ChatGPT. It replaces Library for accounts with access; existing Projects stay separate. Pages are documents where you, your teammates and ChatGPT can write, research, generate charts and create images together. Both are for Pro, Business and Enterprise plans.

Create and edit pages on the web and in the desktop app. On mobile you can find, read and share pages, but creating and editing them isn’t supported at launch. Collaborative slides are due “in the coming weeks,” and collaborative spreadsheets are “coming soon.”

Sharing a page doesn’t give anyone your private chats or personal memory. Anything you or ChatGPT write on the page is visible to people with access, though, including personal details drawn from memory, and files uploaded into a page follow the page’s permissions. OpenAI’s advice is to review the content before sharing it. On workspace plans you share with people or teams and can give view or edit access, then change or remove it later, within your admin’s settings; Enterprise sharing is an opt-in preview. On an eligible personal plan, you invite people by email and choose view or edit access.

OpenAI says it doesn’t train on ChatGPT Business or Enterprise data by default; on individual accounts, your training and memory settings apply to what you share.

06 Using your ChatGPT plan in other apps

Signing in with ChatGPT and letting an app use your plan are separate permissions. Anyone can sign in to participating apps and sites with ChatGPT, subject to organization settings. The app receives your name, email address and profile picture, if you have one, but not your ChatGPT conversations or memory. Sign-in began rolling out on July 29, before DevDay.

The new part is plan usage. In a limited preview, Plus and Pro users can let a participating app use their ChatGPT plan for AI requests without an API key. Those requests count toward the ChatGPT Work and Codex usage included in your plan; connecting an app adds no usage, and the app may charge its own fees. You can cap each app at a percentage of your weekly usage, but that cap isn’t a separate allowance, and an app can hit its cap while you still have usage left.

Letting apps use purchased credits after you reach your plan limits is a separate opt-in, off by default. It works only for an app whose usage limit is set to 100%, and setting 100% doesn’t turn it on by itself. It also depends on your account’s eligibility, your available credits and any overall sharing limit. Credit use is separate from automatic credit purchases: if those are on, continued use can lead to automatic charges, and you may not get a separate notice when you reach your included limit.

The recap counts 16 partners. OpenAI’s list, checked October 1, shows 12 apps with plan usage, one of them marked coming soon, and 4 open-source integrations, plus 5 apps that offer sign-in only. OpenAI says all users can connect supported open-source tools, while only Plus and Pro users can use their ChatGPT plan in other apps.

To disconnect an app, OpenAI points to Settings > Security and login > Sign in with ChatGPT. Signing out of the app doesn’t stop its use of your plan, disconnecting doesn’t reverse usage already recorded, and deleting information the app already received is a separate action.

07 Pro plans, speed modes and shared usage

Pro now comes in three plans, billed monthly only; annual billing isn’t offered. OpenAI says Pro 200 includes more usage than Pro 100 and Pro 500 the most of the three, without publishing the amounts. The recap says Pro 500 offers 25 times the ChatGPT Plus allowance, a figure FSR didn’t find on the OpenAI help and pricing pages it read.

Pro plans (US dollar list prices, October 1)
PlanMonthly priceUltrafastNote
Pro 100$100Not includedLeast included usage of the three
Pro 200$200Not includedOpen to new subscriptions again; new ones that aren’t grandfathered get a lower allowance than before
Pro 500$500IncludedHighest included usage; sold through ChatGPT on the web at launch

If your Pro 200 subscription was active at OpenAI’s eligibility cutoff or in the seven days before it, you keep your previous included usage through October 29, 2026, while the subscription stays active; the price stays $200. The help page doesn’t give the cutoff date, and OpenAI says only affected users will get an email with details. Keeping the old allowance doesn’t add Ultrafast.

Among Pro plans, only Pro 500 has Ultrafast, and buying credits on Pro 100 or Pro 200 doesn’t unlock it at launch. Ultrafast is also offered on eligible Enterprise and Edu plans. For Enterprise workspaces it’s off by default, and it isn’t available to workspaces that require inference residency outside the United States. Other self-serve plans can’t use it at launch, even with purchased credits.

ChatGPT Work and Codex share one usage allowance. Apps you let use your plan and the faster speed modes below draw on it. Tasks your dot starts in Work or Codex do too, according to OpenAI’s dots announcement and Learn guide, though the release notes’ first-month exemption for “dots usage” leaves that unclear for now (section 03).

How faster modes use your allowance, against the Standard rate
Speed modeIncluded subscription usagePurchased credits and Enterprise pay-as-you-go
Fast2.5x2x
GPT-6 Astra Ultrafast8x6x

These multipliers are about how quickly a mode uses your allowance or credits; OpenAI states that they “don’t describe speed increases.” Its speed claim for Ultrafast is up to 8x faster token generation in Codex, and it notes that the comparison measures token generation, not billing rates or overall task completion time. FSR hasn’t measured either.

OpenAI says Pro plans currently have no five-hour limit, though weekly limits may apply. For Plus and Standard Business seats it publishes five-hour estimates, which it says are not fixed limits; your usage dashboard shows current limits and reset times. For reference, OpenAI lists Go at $8 a month, Plus at $20, and Business at $20 per user per month billed annually for two or more users, or $25 billed monthly. FSR didn’t find a price for Business Premium seats.

08 If you build on the API

GPT-6.1 Sol is in the API as gpt-6.1-sol. At standard prices it costs a fifth of GPT-6 Astra for input, cache writes and output, and a tenth for cached input.

API standard prices per million tokens, short context (US dollars)
ModelInputCached inputCache writesOutput
gpt-6-astra$10.00$1.00$12.50$50.00
gpt-6.1-sol$2.00$0.10$2.50$10.00
Sol as a share of Astra (FSR calculation)1/51/101/51/5

Sources: OpenAI API docs, “Pricing,” Standard tab · OpenAI, “Introducing GPT-6.1 Sol”. The last row divides each Sol price by the Astra price above it.

The pricing page lists higher long-context prices for both models, in the same ratios. These are API prices only: OpenAI says API token prices are separate from subscription usage and shouldn’t be used to estimate included tasks. Regional processing (data residency) endpoints add 10% for models released on or after March 5, 2026. The API’s Ultrafast price table has a row for GPT-6 Astra but none for GPT-6.1 Sol.

The Agents API has been in public beta since September 10; DevDay added computer use. In OpenAI’s computer-use guide, the browser needs the user’s approval before it accesses each new website origin, including public websites, and enabling network access doesn’t approve those requests. The guide adds that approving an origin doesn’t enforce confirmation before individual actions, such as purchases or destructive changes; an application that must guarantee that confirmation should restrict the hosted browser to resources that can’t perform those actions, or use a browser runtime it controls.

The Decisions API, which answers questions you define from a fixed set of answers, is in limited preview, with a broad release planned “in the coming days.”

09 When to wait or keep your current setup

Waiting is a sound result, not a failure, when any of these applies to the announcement you picked:

  • Your plan, seat, region or age isn’t listed.
  • You’re eligible, but it hasn’t reached your account, or an admin has it turned off.
  • Cost matters to you and the terms aren’t published, as with dots usage after the first month.
  • Your employer’s or clients’ data rules are unclear, or it needs a connection or permission you can’t approve yourself.
  • You’ve only read a translated OpenAI page. Check the English one (section 11).

Name the one change you’re waiting for, such as dots usage terms, the feature reaching your account, or GPT-6.1 Sol in Chat, and read the English page again when OpenAI updates it.

FSR’s guidance, based on the conditions in sections 03 to 08. Sources: ChatGPT release notes, September 29, 2026 (dots usage terms) · ChatGPT Learn, “Models”

If you try something and then stop, some things don’t reverse. A dot’s Pause, Activity and Scheduled controls stop work but don’t undo completed actions (section 03). Disconnecting an app from Sign in with ChatGPT doesn’t reverse usage already recorded (section 06). Pro renews monthly until you cancel it where you bought it: ChatGPT, Apple or Google Play. Canceling stops future renewals, you can normally keep using the plan until the end of the billing period, and it doesn’t automatically refund earlier charges. Uninstalling the ChatGPT app doesn’t cancel a subscription.

10 FAQ

My plan is eligible for dots, but I don’t see them. Why?

OpenAI is rolling dots out gradually and says access may take several days to reach an eligible account. You can only create a dot in the desktop app or a desktop browser, not on mobile. On Enterprise, Edu and Healthcare, dots are a beta that stays off until a workspace admin turns it on.

OpenAI Help Center, “Getting started with your dot” · ChatGPT Learn, “Meet dots”

Can I use dots on Pro in the UK, Switzerland or the European Economic Area?

Not at launch. OpenAI’s pages exclude all three from Pro access to dots. Business Premium is listed across all supported ChatGPT regions, and Enterprise as a beta that an admin must turn on.

OpenAI Help Center, “Getting started with your dot” · ChatGPT Learn, “Meet dots” · ChatGPT release notes, September 29, 2026

Is dots usage free for the first month?

OpenAI describes the first month in two ways. Its dots announcement and Learn guide say tasks a dot starts in Work or Codex count toward your limits as usual, and that your plan includes extended limits for deeper work in the first month. The release notes say dots usage won’t count toward plan allowances for the next month. The pages FSR checked don’t define dots usage, and OpenAI hasn’t published the terms that follow.

OpenAI, “Introducing dots” · ChatGPT Learn, “Meet dots” · “Getting started with your dot” · ChatGPT release notes, September 29, 2026

Can I use GPT-6.1 Sol in regular ChatGPT chats?

No. In ChatGPT it’s available in Work and Codex, not in Chat, for Plus, Pro, Business, Enterprise and Edu as the rollout reaches them; on Enterprise and Edu, an admin must turn it on first. Free and Go aren’t included at launch.

ChatGPT Learn, “Models” · OpenAI, “Introducing GPT-6.1 Sol”

What happens to GPT-5.5?

OpenAI retires GPT-5.5 from ChatGPT, ChatGPT Work and Codex on all plans on October 14, 2026; the API isn’t affected. It points Plus, Pro, Business, Enterprise and Edu users to GPT-6 Sol, and Free and Go users to GPT-6 Luna in the desktop app, where available.

Does the Meetings plugin tell other people it’s taking notes?

No. OpenAI says the consent reminder in the app is visible to you and doesn’t notify other participants or get their consent for you; it tells you to tell everyone and get their consent before you start. OpenAI also says audio is deleted once your notes are ready, though it may stay on your Mac for a while if you’re offline or processing isn’t finished. The plugin is a beta in the macOS desktop app for Pro and Business; on a Business plan, OpenAI says Space and the Meetings plugin need to be enabled for your workspace.

11 Methodology and limits

Starter Guide, Tier C. FSR tested none of the DevDay features for this guide, so nothing here measures their quality, speed, cost or reliability. Section 02 is a proposal, and the ratios in section 08 are FSR’s arithmetic on OpenAI’s list prices.

FSR read the English OpenAI pages cited here on September 30, 2026, and rechecked the passages it uses on October 1 (Asia/Tokyo). Several OpenAI help pages showed updates on both days and give only a relative “Updated” time, so their wording may have changed since. On September 30 an FSR editor also checked the dots getting-started page, the Pro plans help page and the ChatGPT Learn pricing page by eye. Statements that a page doesn’t say something cover only the passages and pages checked.

OpenAI’s translated pages don’t always match the English ones. On September 30 and October 1, the Japanese edition of “Introducing GPT-6.1 Sol” announced GPT-6.1 Sol Ultrafast without the English page’s “in the coming days.” FSR relied on the English pages.

FSR researched and drafted this guide with AI assistants, including OpenAI’s ChatGPT, whose maker this guide covers, and checked their findings against the pages cited; agreement between AI tools is not independent verification.

Highlighted: Treat DevDay 2026 as a menu, not a to-do list. Pick at most one announcement tied to work you already do, check its access, usage and data conditions on OpenAI’s English pages, and wait or keep your current setup if they don’t fit, can’t be confirmed or haven’t reached your account.

OpenAI’s help, Learn and developer pages spell out conditions the recap leaves out, such as the Pro region exclusion for dots, GPT-6.1 Sol’s absence from Chat and how dots are counted against usage, and some of those pages were updated on the days FSR read them. Published dots usage terms, dots reaching Pro users in the EEA, the UK or Switzerland, or GPT-6.1 Sol arriving in Chat would change the cost or access checks for the readers affected, so recheck your chosen announcement when that happens.

FSR BRIEFING PACKET - OpenAI DevDay 2026: What Was Announced, Who It's For, and Which One to Check First

WHAT IT IS
OpenAI's DevDay 2026 recap (September 29, 2026) describes more than 20 major announcements; FSR counts 25 headings in five themes. Being eligible for a feature does not mean it has reached your account: several roll out gradually or need an admin to turn them on.

KEY CONDITIONS (OpenAI's English pages, rechecked October 1, 2026)
- Dots (always-on agents): Pro 100, 200 and 500 outside the European Economic Area, the UK and Switzerland at launch; Business Premium across supported ChatGPT regions; Enterprise, Edu and Healthcare as a beta an admin must turn on. Not yet available to users under 18; for users who are exactly 18, OpenAI's pages word the age rule differently. Create one in the desktop app or a desktop browser. Conversations with a dot do not count toward usage limits. OpenAI's dots announcement and Learn guide say tasks a dot starts in Work or Codex count as usual, while the release notes say "dots usage" will not count toward plan allowances for the month after launch; no checked page defines the term. Do not assume the first month is free. OpenAI says it will share usage terms after that month.
- Dots and data: plugin permissions are shared across dots, ChatGPT, Work and Codex. Connecting your own computer is optional and starts off. Stopping a task does not undo completed actions, and disconnecting an app does not delete what the dot already obtained. Individual dot memories cannot currently be viewed or deleted, and turning off ChatGPT Memory stops sharing but does not delete what the dot already received. Reset deletes the dot with its conversations, saved memories and scheduled tasks; files, Codex threads and ChatGPT conversations it created stay.
- GPT-6.1 Sol: in ChatGPT Work and Codex, not Chat, for Plus, Pro, Business, Enterprise and Edu as the rollout reaches them (Enterprise and Edu need an admin). Free and Go are not included at launch. API model name: gpt-6.1-sol.
- Space and Pages: Pro, Business and Enterprise; create and edit on web and desktop. Anything written on a shared page is visible to people with access.
- Using your ChatGPT plan in other apps: a limited preview for Plus and Pro. It counts toward your Work and Codex usage and adds none. Letting apps use credits after your limit is a separate opt-in that also needs the app's limit set to 100%, and apps may charge their own fees.
- Pro plans: $100, $200 or $500 USD a month, billed monthly. Ultrafast only on Pro 500. Work and Codex share usage; Fast uses included usage at 2.5x and GPT-6 Astra Ultrafast at 8x the Standard rate.

A FIRST CHECK (FSR proposal, not a test FSR ran)
Name one task you already do and regularly check or update. Pick at most one announcement that could help. For that one, note who can use it, its stage and whether it has reached your account, what it uses, what it can reach and who sees the results, how to stop it and what stays, and the English page and date you checked. Write "unknown" where OpenAI is silent; an unknown in a field that matters means check further or wait, not that it fits. Then read further, try it later, wait for one named change, or keep your current setup.

FSR VERDICT
Pick at most one announcement tied to work you already do, check its access, usage and data conditions on OpenAI's English pages, and wait or keep your current setup if they don't fit, can't be confirmed or haven't reached your account.

LIMITS
OpenAI updated some of these pages on the days FSR read them. Recheck the official pages that apply to your plan, product surface, region and date. If official pages disagree, note the conflict and how it affects your decision rather than picking one rule automatically. Nothing here measures quality, speed or cost, or shows what a particular account can access.

Help me decide which DevDay 2026 announcement, if any, to check first for my work, or whether to wait or keep my current setup. Open the article linked above if you can; if you can't, say so and work from this briefing. Ask which plan I am on, which country or region I am in, whether an employer manages my account and what task I have in mind. Do not ask me to paste confidential, client or personal material.
